RAC and Auto Cycle Union for their joint training scheme for learner motor cyclists.
He is explaining the controls to Mr O.J. Kingsman (Cardiff Road Safety Officer), Supt. Andrews of the
Mobile Division, Mr W. Thomas (Chief Constable) and PC C.T.
Pennington of the mobile division* (seated on the cycle).
