A New Piece, 1882. Artist: Joseph Swain

A New Piece, 1882. The Liberal Prime Minister, Gladstone, has submitted his new piece to Mr John Bull in his guise as a theatre manager. Mr Bull, though doubtful of the integrity of the piece, will play it to the Company. This relates to the new Session of Parliament which was formally opened at the beginning of February 1882. One of the first matters to be dealt with was the question of parliamentary procedure. Mr Gladstone had proposed to bring before the House his plans for new rules to govern procedure. Cloture (Closure) was intended to prevent the growing sport of wrecking parliamentary debate by obstruction. Punch, though, is doubtful whether such rules would limit freedom of speech, no matter how pointless some of that speech might be and the motion came to be known as the Gagging Procedure in the House and in the press. From Punch, or the London Charivari, February 4, 1882

A New Piece, 1882

EDITORS COMMENTS
is a captivating print that captures the political climate of the late 19th century. In this satirical artwork by Joseph Swain and John Tenniel, we see the Liberal Prime Minister William Ewart Gladstone presenting his new piece to Mr. John Bull, who assumes the role of a skeptical theater manager. The scene symbolizes the opening of Parliament's new session in February 1882 and focuses on parliamentary procedure. Gladstone had proposed new rules to govern procedure, specifically aiming to prevent obstruction and maintain order during debates. However, Punch Magazine questions whether these rules would limit freedom of speech or merely restrict pointless discussions. Consequently, this motion became known as the "Gagging Procedure" both within the House and in press coverage. The intricate engraving showcases various allegorical figures representing politics, government, and leadership surrounding Gladstone and Bull. Their expressions convey doubt and uncertainty about the integrity of this new piece presented by Gladstone. This monochrome black-and-white print offers a glimpse into an era where political satire played a significant role in shaping public opinion. It serves as a reminder of how parliamentary procedures have evolved over time while raising important questions about balancing free speech with effective governance. As part of Heritage Images' collection curated by Print Collector1, this historical artwork provides valuable insights into British politics during the late 19th century through its clever caricatured depiction of key figures like Gladstone and Bull.
