Born on March 1, 1839, Keay's political career began in 1868 when he was elected as the Member of Parliament (MP) for Northampton. He served in various government positions, including Under-Secretary of State for India from 1892 to 1895, during which time he played a crucial role in the Indian Famine of 1892.
