Born in 1864 in London, Bailey's family hailed from South Africa, where he would later make his name. Bailey's business acumen was evident from an early age, and he began his career as a clerk in the Cape Colony before moving to the Rand, where the gold rush was in full swing. He quickly rose through the ranks, becoming a successful mine owner and financier. Bailey's financial prowess extended beyond South Africa, as he played a pivotal role in the development of the Anglo-Egyptian Sudan, investing heavily in the construction of the Jonglei Canal and the Sudanese railways.
