Born in 1859, Evans rose to prominence as a barrister and judge, before embarking on a successful political career as a Liberal. Evans' legal career began in earnest, and he quickly established himself as a formidable advocate in the courts of Wales. His expertise in the law led to his appointment as a Queen's Counsel in 1899, a prestigious title signifying his exceptional skill and experience. In 1900, Evans made the transition to the bench, becoming a Judge of the High Court of Justice in Wales and Monmouthshire. His tenure as a judge was marked by his fairness, impartiality, and dedication to upholding the rule of law. However, Evans' talents extended beyond the courtroom. In 1906, he was elected as the Liberal Member of Parliament for Merthyr Tydfil, a position he held until his retirement in 1910.
