Carr was born in London and studied at the Royal Academy of Music before embarking on a career as a musician and composer. He served as the music director for the Philadelphia Theatre from 1803 to 1805, where he conducted the city's first performance of Mozart's "Don Giovanni." In 1805, he was appointed as the first professor of music at the University of Pennsylvania, a position he held until his retirement in 1827. During his tenure at the University of Pennsylvania, Carr taught a generation of American composers and musicians, including William Billings, Francis Hopkinson, and Muzio Gualdo.
