Maj. Gen. Elwell S. Otis: A Pivotal Figure in American Military History This striking portrait captures the distinguished visage of Major General Elwell S. Otis, a prominent military leader who played a significant role in the late 19th and early 20th centuries. Otis was born on March 1, 1836, in New York City, and entered the United States Military Academy at West Point in 1852. After graduating in 1856, he began a long and illustrious military career. During the American Civil War, Otis served with distinction in several key battles, including Antietam and Gettysburg. He was brevetted to the rank of major for his actions at Antietam and to lieutenant colonel for his service at Gettysburg. After the war, Otis continued to rise through the ranks, serving in various posts in the western territories and in the Philippines during the Spanish-American War. In 1898, Otis was appointed as the military governor of the Philippines, a position he held until 1901. During his tenure, he worked to establish order and stability in the islands, overseeing the construction of roads, schools, and other infrastructure projects. He also played a key role in suppressing the Philippine Revolution and the Moro Rebellion. After leaving the Philippines, Otis served as the commanding general of the Department of the East from 1901 to 1903, and later as the commanding general of the Department of the Lakes from 1903 to 1905. He retired from the military in 1905, but remained active in military affairs, serving as president of the American Legion from 1919 to 1920. Maj. Gen. Elwell S. Otis passed away on March 25, 1923, at the age of 87. This portrait, taken during his time as military governor of the Philippines, is a testament to his storied military career and his contributions to American history.
