Born on December 23, 1742, Percy was the eldest son of the 1st Duke of Northumberland and Anne, daughter of the 3rd Earl of Scarbrough. He assumed the ducal title upon his father's death in 1766. Percy's military career began at an early age, and he quickly distinguished himself on the battlefield. He served with distinction in the Seven Years' War, where he was wounded at the Battle of Minden in 1759. In the late 18th century, he played a crucial role in suppressing the Jacobite Rebellion of 1745 and the anti-Catholic Gordon Riots of 1780. As a statesman, Percy held various positions in the British government, including Postmaster General, Secretary at War, and Lord Privy Seal. He was known for his strong support of the Hanoverian monarchy and his opposition to the French Revolution. Percy also played a significant role in the formation of the Pitt-Percy coalition in 1784, which helped to stabilize the British government during a period of political instability.
