Morton declares that the circumstances in Rhode Island (relating to the Dorr Rebellion) are of national concern. States the Whig Government almost unanimously supports the old Charter government and the Democratic newspapers support the new Constitution. Although he asserts his neutrality, the letter clearly sides with Dorr and his supporters.
