Born in Maryland, Barney began his military career as a soldier in the Continental Army during the American Revolution. However, his true calling was at sea, and he soon transferred to the navy. Despite his impressive abilities as a naval commander, Barney's career was marked by three harrowing encounters with the British Royal Navy. In 1794, his ship, the USS Alligator, was captured during the Quasi-War with France. Undeterred, Barney was soon back at sea, commanding the USS Retaliation. In 1798, during the undeclared war with France, the Retaliation was once again captured, this time by the British. Barney's third capture came in 1800, during the Battle of New Orleans, when he was taken prisoner aboard the HMS Macedonian. Despite these setbacks, Barney continued to serve his country. He was eventually exchanged for British prisoners and returned to active duty.
