The conference was called following Germany defaulting on reparation payments following the end of the First Wiorld War and the French occupation of the Rhur. Ramsay MacDonald through sharp negotiating skills and powers of persuasion was able to successfully make the Prime Minister of France agree to all of the Dawes plan on German reparations, apart from an immediate withdrawal from the Ruhr. Later in the year, fresh agreements on peace and reparations were signed in London between Germany and the Allies. Macdonald success in helping to resolve international disagreements at this time was arguably one the first Labour Governments most significant accomplishments
