Born in Paris, Justel was a descendant of an ancient and distinguished family. He began his career as a librarian in the royal library of Louis XIII. However, with the escalating persecution of Protestants in France, Justel was forced to flee his homeland and seek refuge in England. His arrival in England in 1642 marked the beginning of an extraordinary period in his life. At the English court, Justel's exceptional knowledge and erudition soon came to the attention of King Charles I and his circle of scholars. He was appointed as the librarian to the Duke of Buckingham and later became the Keeper of the King's Library.
