Born into the noble Percy family, he held the title of Lord Warkworth until his father's death. A British Conservative politician, Earl Percy rose through the ranks of the party, serving under Arthur Balfour in significant roles. In 1897, he was appointed as Under-Secretary of State for India, demonstrating his competence and dedication to the British colonial administration. Two years later, Earl Percy was promoted to the position of Under-Secretary of State for Foreign Affairs, further solidifying his standing in the Conservative Party and the British government. The photograph, taken during this period, showcases Earl Percy's distinguished appearance and the air of authority that accompanied his political stature.
