The HD.37c was licence-built for the Voyenno-Vozdushnye Sily (VVS): adapted by the TsKB (Tsentrahl noye konstrooktorskoye byuro - central construction bureau) and produced by Polikarpov, with the designation I-7, powered by a Mikulin M-17F engine, armed with PV-1 machine guns and equipped with a Soviet radio.
