In this powerful photograph taken in October 1990, we see a group of determined individuals standing at the top of the lorry escape lane on the St Austell to Lostwithiel road in Cornwall. The photo captures an important moment as local councillors from Lostwithiel engage in discussion with Robert Hicks MP about implementing weight restrictions on the hill leading into their town.
